Of course you can.  It's a 'name'.  @FURRYe38 has answered the question that was not asked. "If two Orbi routers have the same SSID, does this create one WiFi network?"  The answer to this question is, "Definitely NO."  The two Orbi routers will create two separate WiFi networks, including any satellites attached to each of them. Devices will not roam seamlessly between the two systems.  In addition, if both systems are in router mode, devices will not detect and cannot connect to devices on the other system.

Sometimes this can be convenient.  For example, set up the same SSID in the house and the same SSID in a barn 200 ft away.  WiFi devices will need a single login  Leaving the house, after 100ft or so, the device will drop WiFi.  Arriving at the barn, it will detect a WiFi it recognizes and connect.  Same thing will happen on the way back.

Of course, this will also happen if the two systems have different SSIDs.  If the WiFi device remembers both, it will drop one and connect to the other.

If both systems are in the house, however, what will happen is the WiFi signal from one system may get weaker and weaker, but the device may stay connected.  "Honey, why is the WiFi so slow???"  "Did you go into the garage?  (upstairs, basement, wherever)  Remember you have to turn WiFi off and back on again."
