Definitively yes:

Either use the same flat IP network, or the same SSID mapped to a VLAN.

Key is using WPA2-PSK (WPA2-Personal) on all access points, because of the WAC7xx does neither support WPA3-SAE nor the Insight supported/-based cloud based roaming.
