AP mode in Orbi and Parental Controls

Your conclusion is correct. "Access Point" mode (for any WiFi product, including Netgear's Orbi) is essentially "stupid". It performs NO ROUTING FUNCTIONS, and that includes any sort of Parental Controls. Access Points connect WiFi devices and send their packets "up the line".
Configuring a WiFi system as a "router" connected to FIOS will certainly create some potential problems.
