Blocked Service but imessage goes through
I've blocked services on a schedule and it blocks web browsing but imessage still work. How can stop all services?

Does this pertain to your Orbi or an iPhone? Blocking services on the Orbi is limited. Normally phone blocking takes place on the phone itself. Don't be confused by the IP_Phone block on the Orbi as it is for VOIP phones.
my netgear product is actuall RBR10 dual band system but wasnt in drop down. Devices affected are wi-fi only ipads and are able to text even though services are blocked.

When you say text, are you referring to Apple's communications system, like Facetime, Imessage, etc?
If so these are the ports open. Possibly blocking these will give you the results you need.
FaceTime:
80 (TCP), 443 (TCP), 3478 through 3497 (UDP), 5223 (TCP), 16384 through 16387 (UDP), 16393 through 16402 (UDP)
iMessage:
80 (TCP), 443 (TCP), 5223 (TCP)
I have it set for:
Under: Blocked Services Setup
Service Type = Any
Protocol = TCP/UDP
