I do not believe that Orbi is capable of blocking a secure web site (https). The "Block Sites" feature works great with the older unsecured web sites (http), but my tests show it incapable of blocking secure sites. This may be one reason why Netgear has gone into the "Parental Controls" business (with Disney Circle and by themselves). Netgear offers free trials of Parental Controls. I have never implemented them myself.
I have read of users setting up schemes through OpenDNS to restrict access. (not done that, either)

Blocking individual web sites comes after the discussion of OpenDNS categories.
Controlling internet access is a "battle of wits and wills" that can prove quite a challenge. There are SO many ways to get around attempts to block access, such as setting a static DNS in the device itself and bypassing the router DNS entirely, changing the MAC address of the device, connecting via cellular network rather than WiFi, using a VPN. (The list goes on and on...)
