"powered switch" is an unusual term. Does that refer to a Power over Ethernet (PoE) switch?
Yes, another WiFi access point can be installed in the garage, connected with ethernet back to that switch.
Occasionally people report issues with managed or 'green' ethernet switches.
The reason to put another Orbi satellite in the garage is to have a seamless WiFi network where devices roam instantly between the main house and the garage. Even though the primary WiFi coverage is 'weak' in the garage, there is always a chance that device might hang on to the house WiFi even though there is a stronger signal from a different WiFi access point in the garage.
A 'plain WiFi access point' will almost certainly be less costly than an Orbi satellite.
