In Step 10, you connect to the Orbi network before running the Orbi app? (Under "Settings->WiFi")???

Check that it isn't a distance thing.
How far is the satellite from the router?

I guess the instructions are correct (they ARE on the Netgear web site), but it is not the procedure I followed.
I first powered up the Orbi base unit, RBR50, and connected to it. After I got the router configured, then I had the satellite in the same room and synced it to the router. Finally, I moved the satellite to its remote location. Since the procedure omits any "sync" step, it appears that Netgear pairs the satellite and router as part of the manufacturing process.
I also do the initial setup with a wired computer rather than WiFi, which is becomming less common as fewer customers have desktop or laptop computers.

I tried it one floor above the router and in the same room as router. Same issue
