Can Orbi RBR-20 work with non-satellite extender?

The controller can use the 2.4GHz signal and I don't care if the extender would have it's own SSID, network password, etc. Just need to know if the RBR20 will work with a non-satellite extender in this fashion. keep one thing in work, in as much as the extender may connect to the Orbi router or Sat, it should not be consider a 'booster'. if the signal is already weak there it will simple degrade and pass it along.
