This is correct. After a Factory Reset, the web credentials should return to "admin" and "password" (all lower case). And, when login is rejected three times in a row, the Password Recovery screen is supposed to come up.
When doing the Factory Reset, do you observe the color of the Power LED on the back (next to the power cable)?
With the power LED green, when the Reset switch (inside that tiny hole) is pressed for several seconds, eventually the LED is supposed to turn amber and then begin to blink. After releasing the Reset switch, the Power LED should turn green again and the router should go through the boot proess lasting about two minutes. Is this what you observe?
Another sign that the router has been Factory Reset is the WiFi credentials will match what is printed on the bottom of the case. The WiFi name (SSID) will be the letters "ORBI" plus a two digit number and the password will be two random words plug a number. It should be possible to log into the router using these WiFi credentials from any WiFi device.
