Something to contact the game mfr or Microsoft about.
Has a power off for 1 minute then back ON with the ISP modem and router been performed since last update?
Be sure to restart your network in this sequence:
Turn off and unplug modem.
Turn off router and computers.
Plug in and turn on modem. Wait 2 minutes for it to connect.
Turn on the router and wait 2 minutes for it to connect.
Turn on computers and rest of network.

Restarting is the first thing I try everytime as I'm not new to this and have restarted the router/modem as described many times before reaching out for help.
Since it is an all in one unit I can't exactly follow your method to the letter but have preformed the situations equivalent, I also have no idea how contacting Microsoft or the console manufacturer would help considering it works fine connected to my mobile hotspot or someone else's modem.
While I appreciate the attempt to help nothing listed here is relevant or something I haven't tried.

What Firmware version is currently loaded?
Has a factory reset and setup from scratch been performed since last FW update? A complete pull of the power adapters for a period of time after the factory reset then walk thru the setup wizard and setup from scratch. Recommend setting the default DHCP IP address pool range to the following after applying and a factory reset: 192.168.#.100 to 192.168.#.200.
Then walk thru the setup wizard again using a wired PC and a web browser.
Press the back reset button for 15 seconds then release.

I'd be curious if you put your gaming device into the CBRs DMZ long enough to see if this helped any.
Remove the device after testing.If you get good results, may mean that there could be a need for some port forward configurations...something to ask the game mfr about and see...
