Circle on Router or Circle Device

I have an Orbi router and was excited to see Circle came with it. When I set it up I noticed many of the features that come free if you buy the circle device cost $4.99/month on the router.

 

I'm struggling with why I would do this rather than just buy a Circle and get them for free?
