Can I change where a device is accessing the network? I have a device connecting with the router while the satellite is closer to it.

No, not specifically… if this is a 2.4GHz device, you could try to reduce the 2.4GHz radio's transmit power, since 2.4GHz penetrates better than 5GHz, which has a shorter range by nature of it's higher frequency.
