Connectivity issues with Wired Backhaul and ORBIs in Access Point mode while ORBIs reboot

First let me preface this by saying I've been trying to figure out this problem on and off for about 6 months and this should have been my first place to post...

 

Product: Using SRR60 Orbi Pro Business

All ORBIs wired backhaul and running in Access Point mode.

 

Problem:  If any of the ORBI hubs or satellites are rebooted I will get connectivity issues from clients connected on the switch to the router.  Client MIKE can still ping switch, but can't ping router and loses internet connectivity.  Even after a hub/sat comes back up, it still takes a good 10 minutes for things to "calm down".  While an ORBI device is booting back up, I'll get intermittent connectivity to the router until eventually the connection becomes stable.

 

Hypothesis: It's as if the ORBIs are telling clients that arent even connected to them to route to the gateway through them??  I'm not a networking expert, is this possible?  Someone mentioned to me that the ORBIs may be doing something like ARP positioning for the default gateway then forwarding everything on to the actual default gateway?
