Create a WhiteList for internet access?

I have not bought a Orbi yet, but looking into it and want to know if it is possible to block all devices during a specific time period, e.g. overnight, but allow devices on a whitelist to still have access.

For example block children's phones, tablets, computers, etc, but allow a connected TV, my computer, to still have a connection?

Also in all the documentation that I have read it talks about blocking WiFi, but does this really mean blocking Internet, so for a computer with a wired connection it would still be blocked.

Thanks in advance
