What is the distance between the router and satellite(s)? 30 feet is recommended in between RBR and RBS to begin with depending upon building materials when wirelessly connected. https://kb.netgear.com/000036466/How-far-should-I-place-my-Orbi-satellite-from-my-Orbi-router
Do you have Fast Roaming enabled on the RBR?
It's up to the wireless devices to pick and chose where they connect to based on signa, range and noise. Some devices may not have any roaming features thus you have to disable the wifi radios on those devices for a few seconds then back on to have them re-connect to the better signal source.

I couldn't find a fast roaming setting in the app. Is there someplace else I should look?
