Any local company that installs security systems should be competent to install an ethernet cable. There are code restrictions about placing electrical, plumbing, and communications. I am not confident that both electrical & communications (low voltage) wiring can be placed in the same conduit. In addition to code issues, it is generally not a good practice to have communications wiring close to and parallel to electrical wiring, even for short distances. 100 ft. seems "not a good idea."
Do you have a proposed solution for the pier?

You should not run low voltage communication lines (i.e. ethernet or phone) in the same conduit as power. Electromagnetic interference from the power feeds will mess up the communications signals. If you do not want to run a buried ethernet cable, you may want to look into using a wireless outdoor bridge to be able to reach the 100 foot distance. Search for "wireless outdoor point to point bridge" on Amazon or other retailers.
