Factory reset not working

I have a separate issue I can't solve with my Orbi router and frankly I've gotten tired of trying to solve it so I've decided to try and just reset the whole thing...

The problem is I can't even do THAT.  I used a paper clip to hold down the reset button multiple times (every time I've waitied for a blinking amber light and I've held for over a minute).  In some instances I can see new Orbi95 Wifi network come about but I'm never able to access it with the app on my iPhone.  The default password doesn't work.

And in all cases I've never seen my old network go away?  It's like the router creates two networks?
