the shield's transcoding capability isn't going to be the greatest. Try turning that off seeing if it helps.
The hardest part about it is you're actually going through 2 systems. The hdhomerun is sending the file to the plex at whatever quality you're using and then the plex is having to turn around and send it to your device.
For example, on my, if I have the live tv running, my server is using about 50mbps download to it (not upstream), its then transcoding the stream to a 15mbps stream which bounces between 2-50mbps (buffering) that it sends to my streaming device.
And thats on a rather stout server. Without knowing how well the shield handles that much bandwidth and if its transcoding or not, it could be why its having issues going through the plex and not using the direct app.

What hdhomerun do you have? HDHomeRun FLEX DUO
Do you have plex set for auto-transcoding off the hdhomerun? There is a setting for "Convert Video While Recording" - I have this set to Transcode. (attached photo)
Or hardware encoding? Not sure where thus setting is located

I went into the settings and disabled the video stream transcoding and now I am at least getting some type of Live TV video
out of the Plex Server. I am go to play with a few settings in there and also the buffer capacity and see what works best.
In any case, I really wanted to say THANK YOU for the heads-up on the transcoder setting and I appreciate your responses.

I had better luck with mine using it as a dvr (burns through storage quick) and then just watching the shows. Live is a little more time sensitive versus using it as a dvr.
The other option to check wthin plex is the if its streaming on your own lan or ifs going through online WAN. I had an issue one time where my plex was streaming to the cloud and back to my devices inside my own lan. Burned through data as well as my upstream was much slower than my downstream. So it caused issues. Can't remember what I had to do to fix it but it was easy and quick.
