Hi Furrye38,
I already did and worked with them with no solution yet. Will continue to pursue this avenue with them for solution since that's one of the failure possibility..
The other question is why it works with original NetGear HomePlug LAN port, but not Orbi RBS20 LAN port nor its WIFI.
Thanks,
William

This indeed is the question. From the description, is it correct to assume that this Orbi was set up using the Orbi "app" rather than the Orbi web interface? If so, could you check the Orbi web interface (http://orbilogin.net) to see if the "Attached Devices" page shows Access Control "on" or "off"?

Hi Crimpon and Furrye38,
I found tonight that when I tried to cast to my Chromecast, it also showed a similar message "Chromecast connected to myorbi network but no internet access" message. Thus at least one more device besides the TV Box has the same issue here.
In the device Manager, it shows 8 devices, two iPads, 2 smart phones (Pixel 3 XL and Motorola Moto X4), a Blink camera, HP printer, Acer laptop, and the Chromecast. All but Chromecast are working just fine. Very puzzling. :-(
Thanks, William
