Oh and to add a bit more detail. I am seeing this latency whether each device is connected via ethernet or wireless or a combination of both.
Keep in mind, this is easy to replicate even when only connected to the router via ethernet removing the Spectrum modem from the picture pinging across the router from one device to another.
Latency spikes are topping 3000+ milliseconds

Could you explain more about how latency is being measured? I have set up a Windows machine to generate 5,000 ICMP (ping) packets to a number of other devices connected via router, satellite, WiFi, ethernet, etc. When WiFi is involved in any part of the connection, there are occasional "spikes", but the largest I have recorded is 200ms. I do not doubt that something is going on, and would like to replicate your tests on my equipment.
