I can’t download anything on iPad, iphone , or xbox

Both Apple devices are running iOS 14.4
I can browse without issue but can’t download anything. I can’t even download a song on Spotify to listen to offline. I don’t get any error messages, just nothing happens. I’ve reset my modem and the router. The Modem is an Arris Touchstone SB6183. Any help will be greatly appreciated. I should note that this configuration has worked fine for months.
