I'd like to disable internet for a computer but let it see other devices on my LAN Have ORBI RBR50

Got a computer using Windows 7 Pro and I don't want to "upgrade" to WIN 10.  

I need to keep it offline since Microsoft isn't patching after yesterday.  Still want to print to a wireless printer and send files to other network machines.  

Can the ORBI control this?

    You can block a PC or device using access controls. Yes.
