Which IP addresses are we talking about here?
IP Chicken shows your WAN IP address.
Where are you looking on your router?
The router will also show your local IP address.
What is that router?
The CM500 in your footer is a modem. No router involved.
I called my provider, spectrum, to ask about it and they said its my modem issue and I need to change location via modem.
Sounds like the usual ISP response. "We don't have a clue, so let's blame the modem."
Maybe the place to look is on this unnamed router.

My router is an Orbi. Another example is when I was just trying to secure discount tickets via my AAA membership online. Their website asked permission to use my locaiton and sure enough I took me to Kentucky again and showed all the local businesses in Kentucky area and I am in Columbus, Ohio. How do I fix what my location IP address is showing as my geographic location? This also was an issue signing up with Hulu recently. I appreciate any assistance.

What model Orbi do you have?
What Firmware version is currently loaded?
What is the Mfr and model# of the Internet Service Providers modem/ONT the NG router is connected too?

Orbi RBR20 and firmware is updated V2.7.3.22. My modem is my personal equipment and is a Netgear CM500

Neither your router (Orbi here) and much less your modem does know _anything_ about the location.
Depending on the location service, certain mobile devices (like Android for Google location services, Apple iOS for Apple's location service) can update the location associated to your ISP assigned (or carrier grade NAT) public IP address over time. It's "just" a database linking the public IP to the position ... not as "now", much more as it was recently.
This happens if the ISPs are moving DHCP pools to different regions, or are using large IP pools for large areas.
Nothing, absolute nothing the router can do here.

True, but brower's increasingly ask for permission to track location. Which, of course, tracks back to the ISP..

So another case of asking the wrong question.
Forget about your ideas of the "solution", start by stating what the problem is.
"Hulu kept giving me the wrong channels due to my ip address and location."
Then look for answers.
Nothing in that suggests that a Netgear modem or router is implicated in the problem.
Just another ISP trying to pass the buck.
