Phones shows SSID and is ticked so looks to be connected but no signal strenth on top right of screen. Only have internet with mobile service.

If the phone is not connecting to Orbi with WPA disabled, there would be a problem at the phone. Contact Apple support and have them review this. Let them know what you tested...

And niether do other devices you have as you mentioned. If a device can't connect even while wifi is unsecure and in the OPEN, usually a problem with the wifi device. Do you have any Armor or Circle enabled by chance?
Has a factory reset and setup from scratch been performed since last update?
I have a 12 Max and it connects to my RBK50 v104 and the newer v22 fine.
