You need to update the RBS before updating the RBR. Keep this in mind for future updates.
What you need to do is factory reset the RBS. Wire connect a PC to the 1st satellite📡. Already have the most current FW version files downloaded on to this PC.
Wire connect 1 PC to the back of the RBS. Factory reset the RBS, wait about 5 minutes. The PC will get a IP address from the satellite📡. The RBS will be 192.168.1.250. Use this IP address in a web browser to log in to the satellites web page. Log in as admin and password. Use the satellites 📡 web page FW update feature to select the FW update file that was unpacked from the .zip file. Then factory reset and then re-sync the satellites 📡 to the RBR.

When I use the IP address in a web browser, the result is :
THE CONNECTION HAS BEEN INTERRUPTED
A CHANGE IN THE NETWORK HAS BEEN DETECTED
ERR_NETWORK_CHANGED
I'm using Windows 11.
It happens with Edge and also with Chrome.
Any suggestions?

I am not confident that an individual satellite will respond to DHCP with an IP address.
Any time I interact with WiFi access points that are not part of a functioning system, I set the PC to a static IP address in the 192.168.1.x range.

I appreciate you taking time to help me, but I'm not IT professional, I have NO idea what you mean.
I tried doing what Furry suggested, with the results I posted before.
Then, suspecting a conflict between WiFi and wired connection, I did a factory reset on the satellite wired to the PC, but with the PC WiFi off.
I got the reply - web address unreachable
I have no idea what to do next, I can't find NetGear support in Portugal.
I don't want to just throw away the equipment, but I have 3 satellites that don't work and 1 working router (I still had 2 unboxed satellites for my new house and I confirmed they don't synchronize either) and they were quite expensive.

I haven't been able to connect the RBS after I started all the resets, but before that the IP address was 10.0.0.4
