Just a "nit", (but some of us are sort of OCD about things...) this two pack consisted of (1) RBR20 router ("R") and (1) RBS20 satellite ("S"), correct?
This equipment should support far more than 13-15 total devices. One thing to double check is the size of the DHCP "pool". This is found on the web interface, (http://orbilogin.net ) Advanced Tab, Setup Menu, LAN setup. The default is a pool that runs from 192.168.1.2 through 192.169.1.254. It is really unusual for people to change this without meaning to. But, something to check.

Yes that is correct. One router and one satellite. I did check the DHCP pool. I suppose I could try dropping it to lower the pool size to .2 - .100 to see if I get a different reaction. Any other ideas? Have you come across this before?

New to me, for sure. There should be no reason that enabling Guest WiFi should make any difference.
Exactly what happens when more devices attempt to connect?
"Nothing"? They just wait...and wait... and wait. And never connect?

What happens is that I show multiple devices connected and then one will just stop responding. I can go and shut off wifi on another device and suddenly the original one comes back to life. If I do not do that and just leave it, it seems like after about 3-4 minutes it shows disconnected. If I try to reconnect it says it is the wrong password. I will reset the system again and try using an entirely new SSID since these match the old SSID and password.

I understand that you are having issues connecting your devices to your Orbi Mesh network. The AC Orbi devices are capable of simultaneously supporting up to 250 clients under most conditions. If your household has users who use a lot of bandwidth for activities like HD video streaming and online gaming, you will experience better performance when a maximum of 50 clients are connected to your Orbi network. Please try updating your RBR20 to the latest FW version 2.7.4.24.
