Multiple Orbi Routers in one network

Yes you can, however one must be in the AP while one handles the DHCP stuff.
Have you tried just the Orbi router in place?
I haven't bought it yet as I only have experience using 1 Router. I would let another Router handle DHCP, so the Orbi Routers would just be there as APs and so the satellites can connect to them

Not sure where you're planning on buying your Orbi, but I would check their return policy.
Based on how you feel with the return policy, perhaps buy the Orbi and initially set it up with just the Orbi router if you can. Some modems are modem/wifi combo which presents another set of problems. Some ISP require you use their modem/router combos which forces you (with the Orbi) to go the AP mode route.
So my idea would be: Cisco Router -> 2 Ethernet connections to the Orbi routers -> 2 satellites connected wireless to each Orbi router
