It's not enough to just turn wifi off on the ISP router. You should also set it to bridged or passthrough mode. Otherwise you will have 2 routers in the network, if Orbi is also set in Router Mode.
If you can't change the ISP router to bridged/passthrough mode then you should instead change Orbi to AP mode.

Ok, and what do I need to do to accomplish one or both of those things? I'm not very tech savvy when it comes to this sort of thing.
Also, the Orbi had been working perfectly for years with its current settings - any idea why it would have changed recently?

Fixes? There’s 3 options but only use 1.
1. Put the modem/gateway in modem only/pass through mode. This disables its routing functions. (doesn't always work well with that att gateway)
2. Leave the modem/gateway in router mode but put the Netgears IP address into its DMZ. This forwards the data to the netgear. You can either leave the modem/gateway’s wireless enabled or disabled. Just make sure its using a different wifi channel to prevent interference
3. Put the Netgear into access point mode. This disables its routing functions. Wifi/ethernet still works but it does disable some features.

Usually the ATT routers are quite difficult to set in passthrough mode (requires many step). The simplest -I think- would be to set Orbi in AP mode. Use the web GUI (orbilogin.com from any browser), then go to >> ADVANCED >> Advanced >> Router / AP Mode and select AP Mode.

The double NAT issues are intermittent and very difficult to trace, they are very sensitive to timings, so it varies depending on the 2 routers loads, network load, type of devices, ..... That's why it can appear sometimes and sometimes not, it can also work for some devices and not for other devices.
