Net gear Bridge

I just bought a set of Wireless Bridges to help my orbi signal jump to another house.  I had to purchase the activation code separately for these 2 units.

What the hell?  I never heard of such a thing in all my life. I recall that whenever I have purchased hardware or software, the activation code or key came with it.  I dont get this?

 

I have been purchasing from netgear for years along with other brands and never heard of such a thing.  Does anyone know what this is all about?

What is the reasoning behind this?
