Start with the community FAQ steps: https://community.netgear.com/t5/Orbi-AX/Community-FAQ-My-Orbi-speeds-are-slow-inconsistent-and-don-t-my/m-p/1984305/highlight/true#M7944.  These will diagnose and narrow down where the speed loss is happening, e.g., upstream of the Orbi vs. Orbi wireless vs. wired.  Note that your wireless speeds will normally be well below your 1Gbps service due to AC/AX limits and environmental conditions.  The FAQ gives some representable wireless speeds.
