What Firmware is currently loaded?
What is the Mfr and model# of the ISP modem the NG router is connected too?
Are you speed testing with a PC and Ooklas speed test app installed on the PC?
Have you enabled the speedtest app on the RBR, Traffic Meter or Access Controls on the RBR?

The current firmware is 2.3.5.26
When I plug my laptop directly into the modem I use Ookla speed test and everything is 750+/750+
Next I plug the same ethernet cable into the Orbi and run the orbi speed test and I get 520down/768up
I run the speed test on my laptop coming out of the Orbi and it does about 450-500 up/700 down
I haven't messed around with any of the traffic meter settings but I would assume the hardwired router should be perfect with up and down speeds of 750/750 if the modem is passing the speeds.

This already had a built in router which may cause some problems.
This would be a double NAT condition which isn't recommended. https://kb.netgear.com/30186/What-is-Double-NAT
Couple of options,
1. Configure the modem for transparent bridge mode. You'll need to contact the ISP for help and information in regards to the modem being bridged correctly. Then use the Orbi router in router mode.
2. If you can't bridge the modem, disable ALL wifi radios on the modem, configure the modems DMZ/ExposedHost or IP Pass-Through for the IP address the Orbi router gets from the modem. Then you can use the Orbi router in Router mode.
3.
