Netgear Orbi RBR40 router and satellites low speeds and drop connection
For the last few weeks internet has been dropping off, and is slower than normal. Normal download speeds are around 150Mb/s but most recently I am getting around 20Mb/s. The connection has also fully...

The modem is the netgear cm700. The modem was not directly provided to us by the ISP but was bought separetly. I have not preformed a factory reset, should I try this? If so how would I go about it? Our home is roughly 2000SqFt. One satellite is about 20 feet from the router, and the other is almost directly above the router upstairs. There is not much more than wood and sheetrock between them.
I have set the channels to manual, and there are no wifi neighbors nearby.
I have enabled Beamforming, MIMO, and WMM, along with ensuring that Armor, Circle, Daisy Chain, Fast Roaming, and IPv6 are disabled. I set coexistence to 40 Mhz only and set to short Preamble.
So far none of the changes have appeared to help.
The RBR40 router is at V2.3.5.32 and the two RBS20 satellites are on V2.3.5.30, there are no new firmware versions available according to orbilogin.com.

Them CM700 has some historical known issues: http://www.badmodems.com
Yes I would power OFF The ISP modem for 1 minute then back ON, while that happens, factory reset the RBR and setup from scratch. You can turn off the RBS and if you use the same SSID name and PW after the reset on the RBR, turning On the RBS will let it reconnect with out a re-sync.
20 feet is too close between the RBS and RBR. 30 feet is recommended in between RBR and RBS to begin with depending upon building materials when wirelessly connected.
There is newer FW available to try as well:

I did the sofware update on both satellites and the router, then did a factory reset afterwards, and unfortunately the issues have not gone away.

With just the RBR alone, turn OFF the RBS. See if the problem remains. IF no, turn on 1 RBS.
Besure the distance between the RBR and RBS is 30ft or more.
