Can you directly connect your wired PC to the CM modem and test speeds and some sites here? 

Possible the RBR is faulty and needs to be replaced...

Unfortunately when directly connected to the RBR the speeds still dip to as low as 1/8 the normal speed. Luckily I believe it is still under warrenty so I will try to get it returned. Thank you very much for the help!
