Network administrator restrictions

Im having problems looking up certain things and viewing certain youtube videos due to my network restrictions but I went into the settings and they are all turned off. Please help me because I cant turn them off.

    Wneh I do a Google search for "youtube this video is restricted", all the solutions point toward logging into YouTube with a Google account.

    I believe is has nothing to do with the Orbi system.
