I understand that Netgear advertises how convenient it is to set up products using a smartphone app.

For myself, I much prefer to configure networking equipment using a web browser if the device supports it (which the Orbi does).

My tactic would be to (a) perform a "Factory Reset" on the Orbi so that it is returned to "out of the box" condition (https://www.youtube.com/watch?v=cMw4ePACgc4 , (b) connect a computer to one of the LAN ports (Mac, PC, desktop, laptop), (c) turn the Orbi on, and after about two minutes, (d) connect a web browser to: http://orbilogin.net.  The user name should be "admin" and the password should be "password".

If there is computer that can be wired to the Orbi, then use a laptop or tablet and (a) connect to the Orbi WiFi using the credentials on the product label (SSID and password), then (b) use a web browser to open http://orbinlogin.net

The Orbi will function without being connected to the ISP modem (no Internet, of course) and the set up procedure will announce when it is time to connect to the modem and when it is time to add satellite(s).
