Is Daisy Chain enabled on the RBR?
Swap RBS units around to see if the problem follows or not.

What is the distance between the router and satellite(s)? 30 feet is recommended in between RBR and RBS to begin with depending upon building materials when wirelessly connected. https://kb.netgear.com/000036466/How-far-should-I-place-my-Orbi-satellite-from-my-Orbi-routerTry going back to the previous configuration to see if the problem resolves.
Turns out that turning off DaisyChain Topology did the trick. Once I changed that, let the router reboot and the satellites resync, then internet was working on all Orbi's again. I had not noticed before it was enabled, but I don't remember it ever having synced that way before.When I checked, the Satellite that was having problems was supposedly synced to one of the other satellites but I don't think it was before, so not sure how it got into that state. In any event, clearing the Daisy Chain topology did the trick.
I am not sure if it was the configuration change or the reboot of the router that fixed the problem, but all is well now. Will be monitoring.
