FWIW... I don't think WeMo hardware is super reliable to begin with.
My WeMo Switch never worked right with my Orbi, so I ultimately replaced it with an iDevices switch instead. Of course, this may not be an option for you since you have so many WeMo devices.
But, going forward, you might want to think about slowly swapping out your WeMo hardware for other products that work better and last longer.
Based on the quality of software, reliability, number of available devices, etc., I'm not convinced that Belkin is investing enough in the WeMo platform and I suspect on some timeline Belkin will eventually stop supporting WeMo.
In any event, good luck with your situation. Replacing the Orbi is probably your best bet (if you don't want to give up your WeMo stuff).

Did you keep the IP range the same during your upgrade? I.e. replace a Netgear router with Orbi? Both default to 192.168.1.xxx

Was originally using a Netgear R8000 router in AP mode with a Comcast Xfinity modem router (10.0.0.xxx) when I installed the Wemo outlet switches, link and bulbs. The Wemo devices were working fine until I "upgraded" the router to the Netgear R8500 (also in AP mode). I think I did some basic troubleshooting by resetting the Wemo outlet switches and the Wemo link, but it didn't work and I sort of lost interest.
Also, had some Philips Hue bulbs and a Hue bridge that still worked fine in the transition from the R8000 to the R8500.
When I installed the Orbi (I think I purchased it the 1st week it was officially released), the Orbi was installed as the main router (bridged the Comcast modem/router). The IP range changed to 192.168.1.xxx. Still had the same issues with Wemo.
I gave the Wemo one more try since I wanted to connect it to the Amazon Echo. Finally decided to delete the Wemo app and reinstall and redo the whole setup (not sure if I got the idea from searching the internet). Has been working fine since. I do recall there were multiple (3?) Wemo connections during the setup. I think I just picked one of them???
