What is the mfr and model# of the netowrk adapter with in the PC?
Ensure it's adapter drivers are up to date.
I would disable any power management on the adapter. Some about Allow Windows to mange power management on the adapter. Try to disable this and see.
Is this the only PC that this happens with?
Try a different PC?
Contact the Mfr of the PC or ethernet adapter for additional help and information regarding there product.

Thanks for the suggestions FURRYe38 . The network adaptor is a Killer AX1650w and drivers are up-to-date, with no power management enabled.
I have about 3-4 other computers on the network that are all behaving. But when this particular computer comes up, all of the devices stop connecting to the internet. It's like the Orbi is stalled for a few minutes.
I tried telnet'ing into the Orbi and taking a packet capture, and there's nothing.
Right after posting the original message, I read about a potential issue with traffic meter and daylight savings time (https://community.netgear.com/t5/Orbi/Orbi-Dropping-Internet/m-p/2081787#M118823). It's a stretch that this is the problem, but the timing lines up to when things really got bad, so I disabled traffic meter.
And yet the same thing happened just now, so it didn't fix the issue for me.
