I purchased an LBR20 100NAS to use in Europe but see that the input power brick specifies 110v 60Hz. I also noted that the EU cellular bands are different than the US ones. -Can I plug in the power ...

Correct. Same applies to the WiFi channels available - a US FCC requirement, not allowing to change band plans.
