Orbi LTE - Define devices allowed to fail over?

For anyone who has the LTE Orbi are you allowed to define what devices can use the LTE back in a failover? For instance if I have 12 Nest Cams, they would eat up the 30gb in half a day. So maybe I would want only one and maybe something else like a smart switch to be able to use the LTE. Does that make sense? Is it even possible? 

Can you throttle the LTE speed?
