The key part of doing a Factory Reset is to see the LED next to the power button change from green to amber, and then begin to flash. Until it starts flashing, it has not reset.
If power outages are a frequent occurrence, it might be a good investment to purchase a small UPS for the WiFi router. (I actually have the ISP modem, Orbi, and main Ethernet switch on a UPS.) Not to outlast a long outage, but to avoid the voltage surges that often accompany an outage and power restoration.
