I was unaware you could connect via hardwire. All the instructions I found started with connecting to the ORBI** wifi network. How would I connect to the Orbi via hardwire (i.e. which domain/url/IP address to use)?

You simply connect a pc/laptop via ethernet to one of the lan ports on the router.
If you've factory reset it, its default address should be 192.168.1.1 or you can try routerlogin . com
The power issues might have corrupted it and if the hardwiring it doesn't work, you can try recovering it.
You can try recovering it with tftp or nmrpflash.
