Orbi not connected white light pulse only

I have 2 satellites connected at setup both worked fine. One was disconnected and when I tried reconnecting it just pulses white it won’t stop. I have tried hitting sync and have tried the reset button but it light still says at white pulse and app still shows only one of my satellites is connected.
