Orbi Periodic Slow Wired Connection to Satellite

I have the exact same issue with an RBK22 satellite and cat6 wired connection. Firmware 2.1.4.16 on Windows 10.
I purchased and set up yesterday, plugging into port 2 on the satellite. I was getting about 400mb down, 40mb up consistently. I booted up my PC today and started getting about 3mb down, while still getting 40mb up. Rebooting the router and satellite did not help. I plugged into port 1 and everything is back to normal.
