4.I have tested the latency at each point of my house. The latency when it does spike affects the whole house, so the different location testing didn't really help.

A couple things.
1. have you tried making sure ipv6 is enabled?
2. have you tried a different dns provider? (make sure if you do to enter one for ipv4 and ipv6)

That shows you how to do it for IPv4 but if you go into the IPv6 there's also settings for that.
You could try googles at:
IPv4: 8.8.8.8 8.8.4.4
IPv6: 2001:4860:4860::8888. 2001:4860:4860::8844
the :: is for the boxes left blank or with zeros
