The construstion company is making a good recommendation. Electrical supply is obvious (duh) and they are smart to recognize that in 2020 a customer will need ethernet (Cat6 suitable for underground burial in a PVC conduit). The conduit is (a) to protect the cable and (b) to allow you to pull it out and replace it later without digging up the property. Dropping in a 1" PVC conduit for data is a trivial expense compared to the electical.
