Orbi RBR 40 will not reset, blinks white ring

Did you press the back reset button for 15 seconds only then release? Disconnect the RBR from the ISP Modem/ONT when you do this.

By "blinking", is the top ring flashing ON and OFF or slowly pulsating On and Off WHITE? 

Connect a wired PC to the RBR and can you access the RBRs web page after the reset at 192.168.1.1 in a web browser?
