Just to follow up, Have sinced used a couple of different router models, one wifi 6 router, and another AC mesh system. Both worked fine. So it looks like there is some sort of issue with the Orbi routers and these early wifi 6 cards from intel. Could be a device / driver issue, but as the cards work with everythinng else tested its more like the Orbi. For now it's been simpler to just replace the Orbi.

Do other devices experience this same issue or only this one laptop?
No just this laptop (Dell Precision 7740 with Intel AX200 Wifi card). Have loads of other devices connected fine (4 Google Home Mini, 6 Lifx bulbs, Nvidia Shield TV, Chromecasts, Smart TVs, other laptops, a macbook, a mac mini, google pixel 3 xl phone).
So it's not the network itself, that works great and has been great for a year. Get 360mbps down and 38mbps up on the router (virgin media). The hubs aren't that far apart, between 3 and 5 metres (all shorter than 30ft) and not going through anything unusual. Strength in the orbi app / admin is green on the satellites.
It's only this one wifi card for some reason. I'm just not sure if it's an issue with the card, or the orbi router. However, the laptop works on every other network I've tried, so feel it might be the Orbi or satellites.
Will try running through the other options you mentioned, don't feel it's a signal issue though.

I would make contact with the Laptop Mfr or Intel and ask about this...possible faulty adapter.
