Orbi rbr20. Cant find ip address

Have reset router and done everything I can think of but it still does not find the ip address and it always turns magenta.
Have spectrum internet and it is working fine through the ethernet cable.
But no wifi

Any suggestions?

Thanks

An Orbi should create and broadcast WiFi even without being connected to a modem.  (No internet, of course, but definitely a WiFi network.)  This is not happening?

It is broadcasting a network but I cannot connect to it (ORBI06). It seems like the factory reset worked however there is no way to connect to the network. The network requires a password and the administrator password on the device is incorrect. Also, trying to connect via 192.168.1.1 in a web browser fails.

After a factory reset, the WiFi credentials are reset to what appears on the product label (often on the bottom of the router), which would be "ORBI06" (Orbi and zero six) and whatever password shows on the label.  The Orbi web interface login should be "admin" (not capitalized) and "password".
