Have you tried factory resetting? maybe an old setting is putting it in a loop.
While its powered on, push and hold reset for 7-15 seconds. You'll need to re-run setup.
YES i did it but nothing happened always the same issue
you can try recovering it via tftp.
are you on windows? if so, follow this guide

just make sure you enable tftp

and if that doesn't work, you can try using nmrpflash
thank you for the answer and help; i downgraded the vesion of the firmware but the router keeps rebooting over and over again every 10 seconds.
